The Divide Between Thinking and Sharing: What We Can Take Away from the Government ChatGPT Incident

When AI tools first started showing up at work, people didn’t approach them cautiously. They leaned in. Hard.

Everyone was testing what these tools could do. Drafting emails. Summarizing documents. Asking questions, they would normally work through on their own. It felt like thinking, just faster.

I remember hearing about a developer who pasted a chunk of source code into an AI tool to get help debugging it. The code wasn’t compiling, the deadline was close, and the tool offered quick feedback. What the developer didn’t really pause to consider was what that action meant. That code was proprietary. Valuable. By pasting it into a public model, they weren’t just thinking out loud. They were sharing something that used to live safely inside their own environment.

There was no bad intent. They just wanted the code to work. But in the push to move faster, something important was handed over.

That pattern keeps showing up.

AI tools are now everywhere at work. They help people move through tasks that used to take far too long. That’s the appeal. The problem is that AI quietly collapses a boundary most of us still rely on without realizing it. The boundary between thinking and sharing.

A recent incident inside the U.S. government is a sharp reminder of how easy it is to miss that distinction.

Earlier this year, reporting revealed that the acting director of the Cybersecurity and Infrastructure Security Agency uploaded internal government documents into the public version of ChatGPT. The files were marked “for official use only.” They weren’t classified, but they also weren’t meant to leave government systems. Automated monitoring flagged the activity, triggering an internal review to understand what had been shared and whether it created broader exposure.

What made the story stand out wasn’t just the documents. It was the role of the person involved. This wasn’t a junior employee experimenting with a new tool. This was the head of the agency responsible for protecting federal networks. By all accounts, the motivation was efficiency, not carelessness. But intent doesn’t really matter once the data is gone.

If you step back, none of this feels surprising. It’s the same dynamic playing out again and again. People are trying to get work done. The tools are getting better at helping them do that. And the space between “this feels harmless” and “this creates risk” is shrinking.

That’s where things start to go sideways.

For organizations watching this unfold, the takeaway isn’t “don’t use AI.” That ship has sailed. The real shift is that AI changes how mistakes happen and how quickly they can spread.

Here are four lessons worth taking seriously.

1. Efficiency still needs boundaries

Most people using tools like ChatGPT at work aren’t trying to bypass policy. They’re trying to keep up. Write a summary. Clean up wording. Make sense of a long document. None of that feels dangerous in the moment.

The issue is that efficiency often replaces judgment. Uploading a document into a public AI tool can feel no different than pasting text into a notes app. But the moment that content is submitted, it leaves your control.

Organizations need to be explicit about where the line is. What data can be used with which tools. What should never be uploaded. And why those rules exist. Vague guidance like “be careful” doesn’t hold up when people are under pressure to move quickly.

2. AI training cannot stop with a small group

There’s a quiet assumption in many organizations that senior leaders and technical teams already understand the risks. This incident suggests otherwise.

AI tools don’t behave like traditional software. What happens to data once it’s submitted isn’t always obvious, especially with public models. Without clear, repeated guidance, people default to instinct. And instinct almost always favors speed.

Training has to be broad and practical. Not a one-time session. Not a policy PDF no one rereads. Everyone should understand what it means to paste information into an AI tool and what kinds of data should never leave internal systems. Titles don’t change that requirement.

3. AI tools require governance, not just permission

Some organizations respond to AI risk by blocking tools outright. Others open the door completely and hope for the best. Neither approach works for very long.

4. Security has to assume mistakes will happen

No policy, training program, or memo will eliminate human error. People paste the wrong thing. They misread labels. They move fast when deadlines are tight.

What’s changing is where the riskiest moment lives. For years, security focused on networks and endpoints. With AI tools, the riskiest moment isn’t technical at all. It’s the split second when someone decides, “I’ll just paste this in.”

That decision happens in the browser, in the flow of work, long before a network control ever sees it. If security only shows up after the fact, it’s already too late.

Around the same time this government incident was coming to light, another story was circulating in security circles. More automation. Cleaner workflows. Less effort is required to steal credentials and keep campaigns going.

When tools make it easier to move fast, people use them. Attackers do too. Efficiency lowers the barrier to action, and without guardrails, it can amplify risk just as easily as it improves productivity.
